Systems of measures for protection against social attacks are considered. The procedure for testing information security systems in information and communication systems for penetration and evaluation of their parameters at different levels is given. The system of measures of NATO countries, in particular, the USA, regarding the protection of their own cyber space is considered. It has been shown that information and cyber security is a continuous, multifaceted and complex process. Important tasks are timely disclosure of signs of preparation of counterparties for armed attack, tracking of all stages of information circulation in the information and telecommunication systems and maximum avoidance of complications in the processes of searching, processing, accumulation and storage of information.
