The analysis of natural and anthropogenic features of a defined territory, its social, historical and cultural features. Research of the world`s experience in urban areas modernization, means and methods of modernization. Development of proposals for functional, planning and compositional organization of the territory. Functional structure in comparison with existing one complements with the propositions of necessary functions introduction to the territory. Areas for new developments of certain heights, quarters of stored and reconstructed buildings are identifying. The areas for increasing the density of urban construction or clearing blocks from unnecessary functions and structures are shown. Development of a master plan is accompanied by improvement of planning structure, often with its complication that appears in the tracing of new streets to the cores of flows.
