Learning outcomes:
to introduce to the students the integrity of political, social, administrative, management and legal relations arising in the process of formation, functioning and development of administration apparatus responsible for foreign affairs and international relations policies. Alongside, tendencies and regularities of development of diplomatic and consular service as specific social and legal mechanism, basic techniques and means of the activities defining the essence of diplomat’s or consul’s work should be introduced.
In the end of the module (course) students should
• learn basic diplomatic notions, terms and categories; history of diplomatic and consular service; peculiarities of establishment, development and function of diplomatic and consular service of Ukraine; mechanisms of work of the Ministry of Foreign Affairs of Ukraine, its central, regional and foreign subdepartments; ways of making decisions as to state’s foreign policies and its implementation; techniques and means of diplomatic service, including ruling principles, forms and methods of work of diplomatic missions; providing diplomatic service with informational, analytic, organizational and technical supply; peculiarities of paperwork in the sphere of diplomacy; the substance of legislative basis to ensure proper functioning of diplomatic service; order of diplomatic service realization; peculiarities of bilateral and multilateral diplomacy; order of consular relations establishment and specific features of consular posts activity; peculiarities of special missions; forms and means of diplomatic communication and of diplomatic service; fundamentals of diplomatic protocol and etiquette.
• know to analyse and compare methods and techniques of activities of diplomatic services of different countries; to apply home and international experience of organization and functioning of diplomatic and consular service in their work; to develop practical skills solving political, administrative, management, legal, information-analytical, human resources or other problems while ensure high professional work of state international service authorities, realization of international interests of Ukraine; to analyse diplomatic activity of international relations agents in the course of bilateral and multilateral diplomacy; to organize and realize contacts with international colleagues; to search and process necessary information; to work with various documents connected with diplomatic and consular service; to stand national grounds in the international communication using diplomatic means; to protect the rights and interests of Ukrainian citizens abroad, etc.

• Prerequisites: Political Science; History of Political, Legal, Economic Sciences; Foreign Policy and Diplomacy of Ukraine.

General theoretical approaches to diplomacy. Organization of work in a diplomatic mission. The establishment of diplomatic relations. Diplomatic functions and their means of fulfillment. Diplomatic privileges and immunities. Activities of special missions. Consular posts. Diplomatic correspondence. Official diplomatic contacts and diplomatic talks. Diplomatic negotiations and international conferences. Techniques of diplomatic negotiations. International treaties and treaty practice. Information activity of diplomatic mission and relations with media in a receiving state. Diplomatic protocol and etiquette. International organizations and multilateral diplomacy.
