Learning outcomes:
to know the conditions of the existence of open educational systems; the advantages and disadvantages of open education;
• understand the essence of open education and the principles of its existence and functioning;
• be able to analyze the technologies and resources of open education, their creation and use; create, fill their own educational environment and interact with other participants in an open educational system;
• use the obtained theoretical and practical knowledge in the professional activity of the teacher;
• have an idea of the main areas of development of open education.

Open education: essence, principles, trends of development. Philosophical foundations of open education. The benefits of open education and barriers to its development. Concepts of open education in the countries of the world. Open education in the context of continuing education throughout life. Open Educational Technologies. The problem of access in open educational systems. Personal educational environment and open learning environment. Open Educational Resources. Classification of Open Educational Content. The main challenges to the creation and use of open content. Types of users of open educational content. Monitoring the quality of teaching and learning resources in open educational systems. Prerequisites for changes in the educational paradigm under the influence of open education. Open teaching as a condition for a stable and effective education. Building knowledge and sharing them with the help of new technologies for the innovative development of open education.
